Project 2025 Backer Heritage Foundation Poured Millions into Far-Right Movement
The group also reported $22 Million from a single donor– the exact cost of Project 2025
WASHINGTON, DC — New tax filings obtained by government watchdog Accountable.US revealed today that the Heritage Foundation continues to funnel millions of dollars to fund the far-right Project 2025 and Leonard Leo’s dark money network.
Heritage handed Donald Trump’s incoming administration a how-to manual for carrying out his threats to gut checks and balances, consolidate power, take more control over our lives, and tear apart communities. It’s no coincidence that the home of Project 2025 was bankrolled in large measure by a single $22 million dollar mega-donor, as the uberwealthy and corporate special interests are exactly who the Trump administration intends to serve at the expense of everyday workers and seniors.”

Key findings from Heritage Foundation’s 2023 990:
- The Heritage Foundation reported a $22,000,000 donation from a single contributor. This is the exact reported cost of Project 2025.
- The Heritage Foundation saw a slight uptick in contributions in 2023, the same year it published the ninth edition of its “Mandate for Leadership,” the key text of Project 2025.
- Heritage Foundation contributed $10,000 to the American College of Pediatricians, one of the groups behind the case challenging access to mifepristone at the Supreme Court last term, and $25,000 to Students for Fair Admissions, the group that brought down affirmative action.
- Heritage Action reported paying Leonard Leo’s CRC Advisors $240,000 for “marketing and advertising” just as Project 2025 kicked into high gear. These payments occurred around the same time that the Leonard Leo-linked Concord Fund contributed $1,577,883 to Heritage Action, according to the group’s 2022-2023 tax filing. The Concord Fund is reportedly under investigation by the DC Attorney General for allegedly facilitating a circular payment scheme in which funds from Leonard Leo’s nonprofits flow to his for-profit firm via third-party partner organizations.
