Accountable.US Statement on House Republicans Advancing “Dismantling Government Act”

H.R. 1295 would empower Trump and Musk to expedite their plans to cut Medicare, Medicaid, and Social Security
Washington D.C. – Today, House Republicans took the latest dangerous step in advancing President Donald Trump and Elon Musk’s power grab by advancing H.R. 1295, the “Reorganizing Government Act” out of the House Oversight Committee on a party-line vote. Accountable.US joins the more than 200 consumer, small business, labor, scientific, environmental, health, and public interest organizations representing millions of Americans in urging Congress to vote no on this bill.
Accountable.US Executive Director Tony Carrk: “Since the start of the Trump-Musk regime they have engaged in shocking abuses of power and taken a wrecking ball to the services and earned benefits regular Americans depend on to pay for more tax breaks for their billionaire donors and expand their own fortunes. This bill, better called the Dismantling Government Act, is a power grab that would greenlight an enormous expansion of presidential power, help Trump and Musk skirt checks and balances, and accelerate their ultimate agenda of gutting Medicaid, Medicare, and Social Security to offset tax cuts for the wealthiest Americans. The Trump-Musk administration’s billionaire-first agenda has already shifted the balance of power to help corporate special interests, and away from everyday Americans – this bill would rubber stamp unchecked abuses of power even further.”
The Dismantling Government Act (H.R. 1295) would grant filibuster-proof, unilateral power for Trump and Musk to:
- Abolish federal departments and agencies: H.R. 1295 would grant Trump unchecked power to make good on his and Musk’s Project 2025 promise to abolish the Department of Education, the Consumer Financial Protection Bureau, and other federal agencies that protect consumers, with just a simple majority vote in the House and the Senate.
- Axe statutory programs mandated by Congress: Trump and his administration, including Musk, would be empowered to eliminate statutory programs through reorganization plans, which could lead to cuts in Social Security, Medicare, Medicaid, and other essential programs Americans rely on.
- Eliminate rules and regulations: The Dismantling Government Act would enable Trump to gut agencies’ abilities to enforce laws and regulations, and eliminate rules and regulations deemed “unnecessary and burdensome,” threatening protections for Americans’ clean drinking water, environment, health, and safety.
- Gut federal workers’ jobs: Trump would be explicitly authorized to direct Musk and his Administration to enact any necessary plan to reduce federal employees, hamstringing the courts’ ability to serve as a check for the dismantling of our government.
Between 1932 and 1984, Congress only periodically delegated limited authority to the president to develop plans to reorganize limited portions of the government. Congress has not renewed this authority since 1984 despite requests to do so from both President George W. Bush and President Barack Obama.
